I agree with Kevin on this one.  Don't change the rules to be "a nice  guy" 
BUT don't be a "hard-nose" either.  In my area courtesy sets us apart  from the 
USCGAs approach.  
On the owner's copy of the Exam is the block for your phone number.   Tell 
him/her that they need to fix the problem first and then contact you  so that 
you can award them the decal.  We're here to help NOT  prosecute.  USPS is for 
Safety AND Education.
