It is interesting and typical on the eve of the evaluations that this 
link is no longer available.

2. All USPS web sites that are located on the USPS web server (the 
ITCom system) have additional requirements. These items are generally 
technical requirements of the ITCom system and do not directly affect 
the content of a web page. They are on the page Requirements for USPS 
Web Sites Housed on the ITCom System at:

HQ pulled this same trick last year, moving sites at the beginning of 
the eval. Watch your links carefully.
