Dave,
The URL you describe is indeed not available. It is spelled wrong, and lacks
an "l" on the end. Correct links to the document can be found on the ITCom
pages in several places; most notably on the Policies page. It has been
there since early July. The document describing the 2005 Evaluation
procedures also has the correct link. To my knowledge, the erroneous link
you have is not posted in any current document. If it is, please let us
know, and we will fix it.
