Amazing what some creative advice will do. After Lee's response concerning Western European encoding, I checked my browser's encoding setting [Page-Encoding] and found that my encoding setting was set to Western European (Windows). That's a normal setting. But when I changed the encoding to Unicode, the strange characters resolved to an "em-dash." Apparently the articles that presented the strange character sets were written with Unicode encoding. Perhaps the other browsers mentioned default to Unicode.
Problem solved.

Interesting. I checked the page with all the Browsers I use and only 2 show the weird characters Jay speaks of:
1. IE 7.0.5730.11 - Shows bad characters
2. Safari 3.0.1 - No Problem
3. Opera 9.23 - No Problem
4. Mozzilla 2.0.0.6 - No Problem
5. Netscape 8.1.3 - No Problem
6. Avant Browser 11.5 - Shows bad characters
It seems IE 7 and Avant have some internal use of character recognition right now that caused that in viewing the characters in html format.
This could be a deviation from the normal Western European type set commonly used.
