To me, under the subtitle requirement means in the header because that’s there the subtitle requirement needs to be. For a consistent look, I use the same header for every page, along with the same style menu layout so viewers will not be confused.

Glen, just one point.  Not sure where it was stated that the new tag line had to be in the header.  Just the requirement that when you home page was open it was visible without having to scroll down to find it.  Doesn't look like a major redesign requirement. I don’t have any problem with “Boating is fun . . We’ll show you how”. It’s a nice catchy phrase and SUGGESTING we include it makes perfect sense. Requiring us to include it might even be a good idea BUT, telling us exactly where to place it has now gone way over the line. Lets recap, we have the required “A unit of United States Power Squadrons”, then we add the required “Sail and Power Boating”, let’s toss in “America’s Boating Club” so we don’t lose any points, and now we want to add “Boating is fun . . Why don’t we just add a new catch phrase each year or two and require them all to be in the header so that in 20 years we all have web sites that are just a long list of catchy phrases with no room for anything else. Not only does this become a page layout issue where I would have to redesign our header to make this fit and adjust the space available 
for the header on over 70 pages, but we are developing a serious “branding” problem. What is the consistent recognizable identity that we want to project to the public so that they will remember us? We can’t seem to find one! If you want to ask or even require webmasters to use the new slogan, allow them some creative space to place it where they feel it is most appropriate and makes sense with the other material on the page.
