         The National Association of State Boating Law Administrators (NASBLA) approved course is now available in classrooms and online. The Student Manual, graduation certificates, wallet cards, and ED-26 answer sheets are ordered from this catalog. The Instructor Manual, 50-question assessment examinations 1A and 1B and their answer keys, state approved supplemental examinations, full course PowerPoint, and state approved section 8 PowerPoints PPTs) are downloadable from the Educational Department Information Center, Instructor materials for local printing. 
          
         The 2022 printing of America’s Boating Course 3rd Edition (ABC3) is the NASBLA approved basic boating knowledge education course through calendar year 2024. The 2018 printing of the ABC3 Student Manual is compatible with the 2022 printing by inserting the downloadable 2018 Errata and downloadable Changes to Bring 2018 Printing to 2022 Version supplement. The downloadable PPT includes all 5 chapters. Chapters ONE through FOUR comprise the NASBLA approved “8-hour short course”. The PPT is customized for each state, with the state approved PPT inserted as Section 8. Download the PPT for your state and begin conducting courses. Download the state approved supplement and include in the final examination.

         Note: ABC3 Instructor support material is assembled by the instructor, downloading the posted 2022 Instructor Manual, 50-question exam and answer key, state supplemental exam and answer key, and current PPTs for the course. 
          
         Note: ABC3 2022 Assessment Examinations 1A and 1B are the only assessment examinations approved by NASBLA for assessing the material presented in Chapters 1 through 4. If the student fails to achieve a score of 80% or more correct answers on the final examination and the final examination state supplement, the student should receive remedial education and then must retake the final examination using the second approved examination. When presenting the FULL course, Chapters 1 through 5, the Chapter 5 examination is optional and provided for squadron assessment but not reported to USPS. Completion of the FULL course is recognized by a programmed endorsement on the ABC3 graduation certificate.

Engaging Hispanic Youth in Recreational Boating Education – Spanish Language  Go to Index/Cart/Checkout 
          
         This “seminar-style” 44-page handbook is presented in THE SPANISH LANGUAGE for youths at least 8 years old as their introduction to basic boating education. Knowledge gained by the youths includes safe boating practices, awareness of dangers, and necessary boating skills. The focus for this basic education is for the student to become a partner in command, a person who knows safe boating practices, is able to recognize when help is needed and lend a hand for correct actions. The seminar serves as a foundation for continued recreational boating education. Upon successful completion of this seminar the student is ready for “state required” basic boating knowledge education in America’s Boating Course 3rd Edition (ABC3), and to participate in “on-the-water training” for recreational boaters. 
         An excellent time to present the seminar is while relatives or guardians are enrolled in ABC3, its on-the-water training supplement, or other USPS University education events. 
         Teaching aid PowerPoint presentations to support presentation are downloadable at no cost in Spanish and English languages. They are available for downloading from the Educational Department home page, EdDept Information Center, For Instructors, Downloadable Course Materials. Seminar completion is recognized by copying and filling out the certificate imbedded in the booklet. Completion records should reside with the sponsoring USPS Squadron as an ABC3 student source.

         USPS University is here with new programs targeted to a range of boaters and types of boating. The hallmark of this concept is the Seminar Series. These short seminars are targeted to specific topics and needs. All seminars except course related seminars (Boat Handling) are administered by local squadrons. If a participant or attendee requires formal credit in the USPS database then the student must be registered in HQ-800 and a $25.00 registration fee applies, which is billable to the squadron. Please note that for Seminar Presenter Kits, there is a limit of two (2) of each title per order. Each Presenter Kit Includes a Seminar Kit less Certificate, plus Presenter Guide and/or Presenter CD and/or downloadable file(s), and Open Door to USPS.

         Automatic Identification System (AIS) electronics can help you navigate waterways more easily and safely in conditions of high traffic and restricted visibility. Required for most commercial vessels, AIS electronics are becoming increasingly popular for use by recreational boaters who want to see and be seen on the water.          Anchoring with Assurance: Don’t Get Carried Away is one of six seminars in the Boat Handling seminar series. 
          
         Seminar description: Anchoring is the skill of securing your vessel to the bottom through the use of line, chain, and one or more anchors. Whether it’s for fishing, swimming, a lunch break, or an overnight stop, one of the real pleasures in boating is “hanging on the hook” in some quiet spot. Emergencies such as loss of power, equipment breakdown or failure, or weather hazard may also require that your boat be anchored for a time. 
          
         Good seamanship demands that all boaters know how to anchor safely. Our anchoring topics begin with how to select an anchorage and how to anchor depending on conditions. After learning how anchors should be used, you will know if yours are satisfactory or—if you don’t already have equipment—what kind(s) to buy. The seminar covers useful anchoring tips and tricks and concludes by discussing how to moor and raft safely. Also included is how to use and tie the two knots most often used when anchoring: the anchor bend and the figure-eight knot.

         Marine Navigation is the first of the navigational classes focusing on techniques for piloting a boat in coastal and inland conditions. The course emphasizes planning and checking along with the use of GPS and other electronic systems for determining position, and introduces digital charting along with traditional charting, compass and dead reckoning skills.          Advanced Marine Navigation (currently Advanced Piloting) is the second part of the inland and coastal navigation series. This material builds on the base developed in Piloting, and includes practical use of additional electronic navigation systems and other advanced techniques for finding position. It is such a change from the old AP course, it will be worthwhile for those already having taken AP to tune their skills with this new course. Among topics covered are: finding position using bearings and angles, collision avoidance using GPS and Radar, what to do when the electronics fail, tides, currents and wind and their effect on piloting, electronic navigation with GPS, chart plotters, Radar, autopilots, etc, and application of course lectures through practical, in class, exercises.          The Engine Maintenance course is one ten chapter course that stresses the diagnosis of modern systems, while also teaching the basics of engine layout and operation. Gasoline inboards, outboards, and diesel engines are taught in a way that reinforces the common aspects of how engines work. This course is complete in one book with one exam. 
          
         Modern engines offer high reliability and good performance through the use of computerized systems for fuel delivery and engine timing. Most of these systems are "black boxes" that can no longer be serviced by weekend mechanics with ordinary tools. The EM course covers those repairs that do-it-yourselfers can still perform, teaches how to diagnose problems that might be beyond your ability to fix, and how to share information with your mechanic so the right repairs get performed. The Engine Maintenance also covers basic mechanical systems such as drive systems (propellers), steering systems, and engine controls. The last chapter discusses solutions you might use to problems that could occur while afloat and away from a repair facility. Gasoline, diesel, and outboard engines are treated independently in this chapter.

         Marine Communication Systems (MCS) is an in-depth, nine chapter review of communications systems available to the recreational boater. Radio history and spectrum definitions are presented along with definitions of radio circuits that the student should learn, to choose the best communications method for his/her situation. One chapter is devoted to the Global Maritime Distress and Safety System (GMDSS), and the student kit includes a GMDSS and Marine Radio Boatowner’s Guide that explains how the GMDSS works as a maritime “911” and describes the enormous advantages of digital VHF radio for ordinary communications with fellow boaters. Since September 24, 2018, Radar for Boaters is a required course for BOC Advanced Coastal Navigation (ACN) and Offshore Navigation (ON) certification. Note that Radar for Boaters does NOT count toward the Educational Proficiency and Educational Achievement Awards.

         This is a general weather course that includes topics of particular interest to boaters. It is designed to be taught in 10 sessions with a closed book exam at the end. Weather (Wx) 2021 is the revised edition of its predecessors. Part 1 of Chapter 8 on Professional Forecasting is a complete rewrite. When ordering materials for the course there is a choice between a hard copy student kit and a fully digital student kit. There is only one instructor kit.

         EDMs are comprehensive references for all Educational Department members, describing policies, procedures, forms, and protocol to assist in successful and expeditious handling of departmental duties. The organizational structure and philosophy are presented so that all levels have a general idea of their interrelationships. Specific procedures and duties have been divided into three parts: Part I, Squadron; Part II, District; and Part III, National. 
          
         EDM Part I has been prepared specifically for members of the Squadron Educational Department. Sections may be reproduced and distributed to members of Local Boards to assist them in their work. 
          
         EDM Part II is to be used in conjunction with Part I for the guidance of the DEOs and other members of the District Educational Department. 
          
         EDM Part III is a guide for the officers and other members of the National Educational Department and is to be used in conjunction with Parts I and II in the exercise of their duties.
