Commander's Message ... Yves Mahe, AP

Spring is in the Air

February has been a busy month, what with planning for our new bridge, District 3 dinners and meetings, and preparations for squadron and district Changes of Watch. March does not look idle either. All the squadrons on Long Island will join in a Memorial Service on the 4th. New Boat Smart, Advanced Grade and Elective courses will begin and run through June.

District 3 Change of Watch and Spring Conference

This event will be an all-weekend affair. All members will be welcome . new and old. There. s something for everyone. The Friday night cocktail party will be hosted by this year. s District Commander and his Camelot commanders. Seminars will run on Saturday morning; members. and spouses. luncheons will be followed by the Change of Watch, squadron hospitality rooms and dinner dance. You do not have to attend all functions, or stay for the whole weekend; just select one or two of particular interest and join your friends.

MBPS Change of Watch

Meanwhile keep these two dates in mind. The squadron's Change of Watch will take place at a General Membership Meeting on Wednesday, 11 April. The venue has been changed. We will meet at the Shelter Rock Library, Searingtown Road in Albertson. The Port Washington Yacht Club is undergoing renovations, and they were not able to guarantee us a meeting room in April. We will celebrate the new bridge at a brunch on Sunday, 22 April at Steamboat Landing in Glen Cove. It is a very nice restaurant, and our Entertainment Chairman has arranged a fine party for us. Be sure to reserve early.

Over the Waves to Foxwoods

On Saturday, 5 May we are taking the high-speed ferry to Foxwoods Casino. We have invited some other North Shore squadrons to join us. The Entertainment Committee has arranged a great deal for us and has obtained a special reduced rate for our trip. So, check out the announce-ment in this issue and send your $54 to Treasurer, Al Seeley, N. We will have a great trip and hope you can join us.

See flyers in this newsletter.

Executive Officer's Report... Ilene Morris,AP

Boating Season-2001 is fast approaching. Boating Activities Committee Chairmen, Evey Welby, S and I have been busy planning a unique and exciting season of Boating Activities for this Spring, Summer & Fall.

With many suggested sites it is a difficult but enjoyable task choosing those activities that will please the majority of our boaters! Many suggestions are being taken into consideration, among them some that were posed to our membership in the Boating Activities Questionnaire in the October issue of Cardinal Points. When the activities are finalized you all will be notified. We are, and we're sure you are, looking forward to...

A Happy and Safe Boating Season together in 2001.

USPS National Safe Boating Test, which promises to be educational, entertaining and very professional will air on Speedvision Television, be sure to check your local television listings. There is a strong possibility that it will be aired on another cable channel but at this time that is uncertain. The program will be aired:

       Saturday 19 May at 2000 (8:00) p.m.
       Sunday 20 May at Noon
Wednesday 23 May - at both Noon and 2000.

National Safe Boating Week runs from May 19 through May 25th.

"National Safe Boating Test" was filmed in many locations throughout the United States. It provides an overview of the magnificent boating areas in our country.

The U.S. Coast Guard provided a $206,000 grant for the production of this program, which will be aired during prime time on Speedvision.

The grant also includes 10,000 videos entitled, "Test your boating Knowledge with the USPS National Safe Boating Test." The grant also covers a web site for the USPS National Safe Boating Test that is still "under construction". Take a look; the web site is:

Boat Smart...

The crocuses are out and Manhasset Bay's instructors are at it again! Our Boat Smart Classes have begun in Great Neck South High School, Manhasset High School, and Roslyn High School. With classes that are near capacity, proctors are needed at all of our classes! Do you feel the need to help out yet?

Advanced Grades...

Manhasset Bay's advanced classes are held at St. Mary's High School, Chapham Road & Northern Boulevard in Manhasset. All advanced and elective courses are provided at no cost to our members. Books pertaining to our classes are supplied at a minimal cost to members. If you are interested in attending any advanced grades, please let us know.

Seamanship will begin on Monday, 16 April. Students will receive instructions on anchoring, docking, state and federal regulations and required equipment. Seamanship is the big brother to Boat Smart and presents the subject matter in all categories in greater detail.

Piloting will begin on Thursday, 19 April. Students will be introduced to charts, compass, piloting, bearings, near shore navigation, and distance-speed-time formula.

Advanced Piloting is scheduled to begin Thursday, 19 April.

Operations Training will start on Thursday, 19 April. Students will learn the details of the national, district and squadron organization, how they work and interact with each other.

Sail 102(Advanced) will start on Thursday, 19 April. There is lots of wind in this one. Students who have completed Sail 101 are invited to register for this course.

Weather is tentatively scheduled for the last week in April. Wouldn't it be wonderful to predict the incoming weather, just like the meteorologists on television and the Internet? Come to class, become a weather maven.

If you are interested in volunteering to serve as a proctor or instructor, in any of the basic, advanced or elective courses, please contact me at 516-627-2731 or sjbellis@att.com . Let me know about your interests. Thanks!

Foxwoods Casino has extended to us the courtesy of reducing our cost for our trip there on May 5, 2001. This is particularly good news as we are going at "prime time" (a Saturday in May). The new rate is just $54.00 per person, for a net cost to you of just $12.00. Where else can you have a fun-filled day, two fabulous boat rides, three meals included and congenial company for this amount on money?

We have been guaranteed the above rate until the end of March.

It is imperative if you choose to go that you mail your check today to our very special "treasurer', who we all treasure. (See flyer on page 10 for all the details)

For those who mailed in their checks for $59.00 a refund or transfer of $5.00 will be given.

Our Change of Watch Celebration will be held on April 22, 2001 at Steamboat Landing in Glen Cove. For those who haven't sent in their check this event please do so as soon as possible as we must know how many we will have attending.

Any member planning to attend the various functions at District 3 Spring Conference and Change of Watch that is being held on the 24th and 25th of March should immediately contact our Commander in order that your reservations are secured.

Marine Insurance... P/C Mike Pappas, AP

So, we bought a boat. Now what?

It needed to be insured. We never had the experience of insuring a boat before, so we started with the companies we knew. This was an Allstate-type company that supplied this service for our homes and cars.

Fat, dumb, and happy, we lived with this insurance for a while, until we joined Manhasset Bay Power Squadron and moved into a whole New World. Here we learned there were companies specializing in marine insurance. We found one that seemed to give very good value, good service and, in addition, a towing plan and excellent marine supply stores. In fact, its rates were (at the time) 10% lower than those quoted by the USPS-sponsored company.

However, since USPS initiated its PSML program on the Internet, many shared experiences have come to light. One of these was the emergence of St. Paul Insurance as a really low-cost and, presumably, still first-rate company, giving USPS members with advanced education grades the lowest rates anywhere. Since our insurance policy was due for renewal, we tried St. Paul and were astonished to find that we had been paying twice the rate for the same basic coverage.

Of course we switched . after learning (again on PSML) that most people had reported good claims experiences. So far so good, and we. ll let you know what happens in the future.

D/3 COUNCIL MEETING

New Ship on Order

Every Fall and Spring District 3 fills the Amberjack V, a 110' luxury yacht, with 120 students and instructors from Boat Smart courses. The captain of the Amberjack V has told us he has ordered a brand new 140' Atlantis. The new ship will accommodate 350 passengers and crew and will be delivered early in 2002. District 3 will participate in the christening ceremony. We'll let you know the date and time so you can reserve early for a choice spot at this exciting event.

An Invitation for You

On the last weekend in March, District 3 will celebrate the 2001 Spring Conference and Change of Watch. The weekend will take off with a free cocktail party on Friday the 23rd. Hosted by the District Bridge, eighteen squadron commanders and their spouses, this cocktail party will set the scene for the conference to follow. Flyers for the Saturday evening dinner dance, members’ and spouses’ luncheons can be found in this newsletter. Remember, Friday evening is a freebie.

New USPS Electronic Boating Course

Boat Smart will be offered on the USPS Web page in a couple of months. SEO Stan Bellis, SN will be the first to know. Contact him for details at sjbellis@att.com.

Certification for Squadron Instructors

New York State and National Association of State Boating Law Administrators (NASBLA) soon will require that all instructors of state- and NASBLA-recognized boating courses be officially certified. Passing the USPS Instructor Qualification (IQ) course will fulfill this requirement.

Vessel Safety Check (VSC)

The US Coast Guard will not board a vessel for a general inspection when the vessel displays a VSC decal. The decal will serve as notice that the captain and crew have met all state and federal regulations and have the required safety equipment on board.

Safe Boating Week 2001

The week of 20-26 May has been declared Safe Boating Week.

Adopt a buoy

From the Executive Committee

Because MBPS is primarily a boating organization, there. s no question about keeping a mooring buoy for the use of our members, However over the past two years, the cost of our mooring has more than doubled, until, at $600. Per season, it costs over 20% of our pro-rated membership dues.

Since possibly fewer than 15% of our membership use the buoy, we must ask those members to contribute more fairly towards its cost.

The squadron will subsidize half the cost, but unless we receive voluntary contributions for the other half, we risk having to give up the mooring.

The suggested contribution is $25

Thank you.

Enclosed is my check for $_______ to assist with the maintenance of MBPS Buoy in Manhasset Bay. I understand my donation will be returned if insufficient monies are raised in support of the project.
