This special VE flag may be displayed by either
USPS and USCGAUX Vessel Examiners.
When you see this flag a Vessel Examiner (VE) is willing to do Vessel Safety Checks (VSC). It may be displayed on a boat, booth or whatever location is being used as the contact point where the VSCs are offered
